Full Commission

The Tri-County Regional Planning Commission is directed by a full board that includes 19 voting representatives from Clinton, Eaton, and Ingham counties, the City of Lansing, the region's other largest population municipalities, area road and transit agencies, and the Michigan Department of Transportation. The highest elected official of each County and the City of Lansing are ex officio board members. TCRPC Commissioners are elected and appointed officials from the public and private sectors and are appointed to serve on the TCRPC by their member organizations or municipalities. The TCRPC Commissioners elect officers annually in January and the Commission Chairperson appoints Commissioners TCRPC's committees. Please see the TCRPC Bylaws for more information.

Executive & Personnel Committee (EPC)

The Executive & Personnel Committee reviews contracts, consultant selections, and various committee and Commission policy positions. They may review work programs as proposed by the TCRPC staff and/or committees. In accord with established Commission policies, some matters are referred to the full body with recommendations for action, others are referred for information only.

Executive & Personnel Committee meetings are generally held on the 2nd Thursday of the month, unless otherwise noted in the calendar or in the below table.

STANDING COMMITTEES

The TCRPC Board of Commissioners voted to restructure the existing standing committees on May 23, 2018. View minutes and agendas from previous 2018 standing committee meetings here.

Finance & Program Review Committee (FPC)

The Finance & Program Review Committee (FPC), formerly just the Finance Committee, is responsible for supervising and reviewing the Commission's budget, finances, and programmatic funding sources and grant opportunities. With staff, the Committee develops the annual proposed budget for recommendation to the Board of Commissioners. The FPC also evaluates programs and initiatives for long-term financial viability and sustainability, and alignment with Tri-County’s mission.

The FPC is comprised of Tri-County Commissioners. Meetings are generally held on the 2nd Tuesday of the month, unless otherwise noted in the calendar or in the below table.

Community Coordinating Committee (CCC)

The Community Coordinating Committee (CCC) provides an opportunity for conversation and feedback from community partners on regionally significant projects and planning initiatives. The CCC does not set policy, supervise staff, or lobby any legislative body.

The CCC is comprised of community and municipal leaders that meet quarterly and/or as needed. Meetings will be posted on the calendar as they are determined.

RESOURCE & ADVISORY COMMITTEES

Capital Area Regional Transportation Study (CARTS)

CARTS is the technical advisory committee to the TCRPC Board of Commissioners on all transportation planning matters. CARTS provides recommendations to the Board regarding regional transportation plans, as well as transportation problems, issues, and opportunities in the region. The Committee addresses the Regional Transportation Plan (long range) and the Transportation Improvement Program (TIP) (short range) project reviews and amendments. They also consider and offer recommendations regarding the Transportation Planning Unified Work Program, the Regional Work Program, urban boundary and system review and designations, and special transportation projects/studies.

CARTS members, usually transportation/public works staff, are appointed by their member agency or municipality. CARTS meetings are generally held on the 1st Tuesday of the month, unless otherwise noted in the calendar or in the below table.

Rural Task Force (RTF)

This task force meets as needed, usually 4-6 times a year, to review and establish priorities for Rural Transportation projects in the rural areas of the Lansing tri-county region. Members of the task force include representatives of the region's county road and rural transit agencies and others. The Rural Task Force is advisory and makes recommendations through CARTS to the TCRPC Board of Commissioners regarding rural transportation issues, needs, and programs.

2018 Meeting Dates are set as needed at the will of the Chair and will be posted when available.
