Request for Proposals: Establishment of a Functional and Interoperable Regional Geographic Information System (GIS)

The Tri-County Regional Planning Commission (Tri-County), the designated Metropolitan Planning Organization (MPO) for the Lansing/East Lansing Metropolitan Area in Michigan, is seeking the services of a qualified consultant or team of consultants to facilitate the development of a regional geographic information system (GIS). Successful implementation will result in improved data sharing, enhanced inter-agency collaboration, and support for more informed decision-making for infrastructure investments at the local and state levels.
The goal of the project is to establish a functional and interoperable regional GIS system framework that supports a process to plan, analyze, and coordinate asset management across assets and asset owners at the regional level. The regional system shall be able to incorporate existing state-required asset planning requirements (TAMC, WAMC) and support improved data sharing among regional stakeholders, local governments, and the State of Michigan agencies to provide efficiencies to the statewide infrastructure planning efforts and reduce unnecessary duplication of effort. All questions pertaining to this RFP must be submitted electronically to jsnell@mitcrpc.org by 4:30 p.m. EST on June 30, 2025 (C.O.B.). All submitted queries and formal responses will be shared publicly and made available on Tri-County's website on July 1, 2025. No verbal requests for information or contact with Tri-County, its staff, or selection committee members will be accepted and may result in disqualification.
All proposals must be received in the required format by July 8, 2025, by 4:30 p.m. EST. Late proposals will be disqualified. Submit your proposal by emailing it to info@mitcrpc.org.

This RFP is not an offer to contract. Issuance of this RFP and the receipt of responses by Tri-County do not commit Tri-County to award a contract to any vendor.
