Request for Proposals: Regional Traffic Safety & Operations Program

The Tri-County Regional Planning Commission (Tri-County) is seeking the services of a qualified consultant or team of consultants to provide analysis of traffic safety data, community engagement strategies, and an audit of road safety and operations policies; create a strategy for safety project selection; and develop a comprehensive, holistic, and implementable Traffic Safety and Operations Program encompassing the Mid-Michigan tri-county region of Clinton, Eaton, and Ingham counties. This effort will also include a review of the region's traffic operations procedures and capacities, as well as the development of a plan to address any identified deficiencies.
Tri-County invites the submission of proposals from qualified and professional consulting firms with experience in project initiation and coordination, creating safety and operations analysis, community engagement and collaboration, reporting, and other items that pertain to the project scope.

All questions pertaining to this RFP must be submitted electronically to info@mitcrpc.org by 4:00 p.m. EST on Friday, April 24, 2026. All submitted queries and formal responses will be shared publicly and made available on Tri-County's website on Friday, May 1, 2026. No verbal requests for information or contact with Tri-County, its staff, or selection committee members will be accepted and may result in disqualification.
This RFP is not an offer to contract. Issuance of this RFP and the receipt of responses by Tri-County do not commit Tri-County to award a contract to any vendor.
